PATTIRO Holds Technical Assistance for Dompu Regency APBD Analysis

The Regional Research and Information Center (PATTIRO) held a Technical Assistance Analysis on the APBD of Dompu Regency, West Nusa Tenggara.

This activity, supported by the Australia Indonesia Partnership Decentralization (AIPD) program, involved 10 Civil Society Organizations (CSOs) in Dompu District. PATTIRO Coordinator for NTB Province, Yane Rahma Bhirawati, told RRI, Tuesday (28/5/2013) said that this activity was to invite community elements in this area to understand analyzing APBD.

“APBD is an important document of a region to determine budgeting in an area. And this is no longer a secret, for this we need the involvement of civil society to find out,” he said.

He added, the Technical Assistance for APBD Analysis is to learn how to analyze the APBD whether it is pro-poor and from a gender perspective or not. The activities carried out in these two days found many programs that were not pro-poor.

“In the analysis conducted by CSO friends, it was found that the budget for tackling malnutrition, for example, in the 2013 APBD there was only 1 percent of the Dompu APBD,” he explained.

In the future, he said, the results of this activity will be used to provide input to policy makers in this area, to be more selective in determining program activities.

The activity involving the Budget Care Council (DPA), Anshor, KNPI, HMI, Lens NTB, and several CSOs who have the same vision in assisting the poor, presented resource persons from the Health Service and Deputy Chairperson of the Dompu DPRD as one of the leaders of the DPRD Banggar Dompu.

“We also hope that the results of the budget will be in the form of a position paper as a budget advocacy instrument in Dompu district and also formulate recommendations for improving the budget and public services,” he said.

He also hoped that the activities carried out could lead to the involvement of civil society in pushing this area out of the Disclimer record, which the BPK made for the last five years. Even though it does not turn into Unqualified Qualification (WTP), at least it can achieve Unqualified Qualification (WDP). The issue of poor budget management has resulted in this region receiving a Disclimer record.
