PATTIRO (Pusat Telaah dan Informasi Regional- Center for Regional Studies and Information) will conduct a discussion on Local Governance Forum II theme “AGAINST THE CORRUPTION AND MISUSE OF AUTHORITY” in Harmonizing 5 (five) bills associated with Local Government issues.
Public startled by a lot regional heads ((Kepala Daerah) trapped by corruption and abuse of authority. On February 2013, The Minister of Internal Affairs Mr. Gamawan Fauzi spread an apprehensive data. In the Last reviewed nine years during 2004 – 2012, there were 290 regional head (Kepala Daerah) trapped in corruption cases timescales the implementation of Law No. 32 Year 2004 on Regional Government. Means, every year there are 32 regional heads (Kepala Daerah) on trouble with the law, 86.2% had been convicted. 290 head of the area consists of: 20 governors, 7 deputy governors, 156 regents, 46 vice regents, 41 mayors, and 20 deputy mayors.
To complete Mr. Gamawan ‘s report above, Komisi Pemberantasan Korupsi ( KPK), in its 2012 annual report reveals since 2007 until the end of 2012, KPK has been successfully investigated 138 cases of corruption at local level. Of 138 corruption cases, as many as 38 cases occurred at provincial level and 60 other cases at the district / city. Eight governors named as a suspect / defendant. And at the district / city, 60 cases of corruption, 32 regents / mayors also trapped in it. These events all occurred under the regime of local government law, Law 32/2004.
These data become Public big challenge on how to build a strong National Accountability System mitigate corruption and abuse of power within the framework of the harmonization of the five review of the local government bill, HKPD Bill, ASN Bill, election Bill and Village Bill, PATTIRO has taken the initiative to encourage Governments and the Commission II of the House of Representatives to immediately do it. Therefore, the periodic public discussion, titled “Local Governance Forum II” will hold for those purposes which will hold on:
