Local Government Governance is still Poor

Commitment to improving the quality of education, health, and alleviating poor people is low.

Until now, bureaucratic reforms carried out by the government have not succeeded in improving governance throughout the country. According to research on the Indonesia Governance Index (IGI) conducted by the Partnership, the national average for provincial governance performance is only 5.70 on a scale of 1-10.

“DIY Province has the highest score of 6.80. There are still many provinces that score below the average. It even ranges from 4.” said Executive Director of Kemitraan Wicaksono Sarosa at the launch of IGI at Hotel J.W. Marriot, Jakarta, yesterday.

After Yogyakarta, it was successively followed by East Java Province (6.43). Jakarta (6.37), Jambi (6.24), and Bali (6.23). The five provinces with the lowest score are North Maluku (4.45), West Papua (4.48), Bengkulu (4.81), NTT (4.871, and Papua (4.88) (see graphic).

The research examined the performance of 33 provincial governments in deciding development priorities and providing services to the community. There are four arenas that are measured, namely government, bureaucracy, civil society, and economic society. Besides that. There are 89 indicators studied, including education and health services.

Wicaksono explained that there were four factors in the regions that significantly influenced the nation’s growth. First, the replacement of regional heads without continuing the previous development program. Second, transparency in government areas is more difficult to achieve than procedural accountability. Third, the poor quality of development planning. The final factor is the low commitment of the provincial government to education, health and alleviation of poverty.

The research also found that the largest allocation for education was given by the Aceh Provincial Government with an amount of IDR 954,510 per student per year, while the lowest was for NTB, IDR 4,511/student/year.

In line with commitments in the health sector, the highest budget is IDR 166,459/capita/year, namely in Bangka Belitung Province and the lowest is in DIY, namely IDR 5,807/capita/year.

In the section on alleviating the poor, Bali is the highest by allocating IDR 365,757/poor population/year. while the lowest was in NTT Province, amounting to IDR 20,900/poor person/year.

Home Affairs Minister Gamawan Fauzi. who attended the launch of IGI 2012, encouraged IGI to continue making improvements. He acknowledged that the results of this research proved that there was no sustainability in development, especially when there was a transition of leadership.

“This research proves that there is no sustainability in development, change captains, different tastes. Even those who are already in prison are still many who have been elected regional heads.
