PATTIRO Holds Another Expert Meeting to Monitor the Revision of the ASN Law

PATTIRO_20170802EXPERTMEETINGRUUASNOn August 2 2017, PATTIRO held another Expert Meeting activity at the Akmani Hotel with the theme “Institutional Oversight of Merit System Implementation”. This activity is the final activity of a series of Regulatory Review ASN Law program activities that have been implemented, starting from desk study, expert meeting I and FGD discussion of the draft policy paper. From this activity, a final policy paper will be produced which will be disseminated to related decision makers, namely KASN, Kemenpan, DPR, KSP and BKN.

This event presents Dr. Laode Rudita (and Dr. Lina Miftahul Jannah as expert reviewer. Dr. Laode Rudita stated, “The change from a closed system to an open system cannot be done immediately in a short time, but rather takes quite a long time to carry out the stages stages towards its change. It is felt that the ASN Law has not been effective in the past three years because from a juridical perspective, the derivative regulations of the ASN Law are not yet complete.” “Apart from that, KASN is a partner of the Corruption Eradication Commission (KPK) tasked with eradicating corruption, collusion and nepotism which focuses on personnel management. So it is natural “if many parties are not comfortable with the existence of KASN,” added Laode.

Dr. Lina Miftahul Jannah really appreciates PATTIRO’s efforts in preparing a policy paper regarding the revision of the ASN Law. He also stated that the ASN Law had carried out extraordinary reforms in the personnel sector, because it had mandated the establishment of KASN. And KASN should be given the authority to take action against irregularities in the merit system, so that its performance is more optimal.

Tonny Sitorus, Assistant Commissioner of KASN said, “KASN’s responsibility in supervising officials in all districts and cities throughout Indonesia is not an easy thing. On the other hand, KASN’s human resource capacity is currently very minimal, of course it is difficult to create maximum and ideal bureaucratic reform. Therefore, KASN needs the support of CSOs who are representatives of civil society to contribute to monitoring the merit system in the regions. “The hope is that PATTIRO can help KASN’s performance in the regions, because PATTIRO has a network spread across several regions in Indonesia.”

The expert reviewers and experts also provide input on the policy paper regarding theory, data and implementation steps in the draft policy paper presented by Sad Dian Utomo (Senior Advisor PATTIRO). After this activity, PATTIRO will finalize the policy paper based on input obtained from the participants.
