Manual ASMS – Multi Stakeholder Social Audit

Developing Evidence-based Society’s Voice

Social audit is a society monitoring tool for government performance that is developed in the Strengthening Integrity and Accountability Program – 2 (SIAP-2) that is run by PATTIRO and funded by the USAID (United States Agency for International Development). The idea for social audit originally came from a research that was conducted by the program team and continued into policy making.

Social audit method that is being developed and used by PATTIRO is different with the social audit that has existed previously. If so far social audit seems to look for findings for defensive argument and advocacy for one side, social audit that is being used by PATTIRO is developed with different perspectives and methods. For PATTIRO, findings from social audit will be used to encourage stakeholders to improve public service, either in its implementation, system, or mechanism.

It is expected if the same program is continued, program implementation will be better. This is because PATTIRO’s social audit will also identify or formulate solution and recommendation for system improvement, either in the form of policy making on national level or implementation mechanism on the local level.
