Village, according to Law No. 6 of 2014 (Village Law), is a community that has the authority to regulate its own affairs based on the function of self-governing community. Based on this concept, the implementation of the government at the village level is done independently by the village community. The full authority for self-government opens the opportunity for the Village Government (Pemdes) to implement the authority in a unilateral basis. As a control mechanism, to anticipate this, the Village Law has been equipped with norms governing village democracy, which guarantee the villagers to be involved – both directly and through representatives – in the village governance. The following are several issues related to village democracy as stipulated by the Village Law.
