Executive Review | Surakarta City Government’s Commitment in Combating Tuberculosis

The stipulation of Surakarta Mayor Regulation Number 12 of 2017 concerning Regional Action Plans for the Management of Tuberculosis (TB), is an encouragement and requires real action in implementing it. The form of support and cooperation from all parties is expected to be able to overcome TB so that Surakarta is TB Free by 2025. The City Government's efforts are expected to reduce TB cases such as the trend of new TB cases, health facilities and problems with TB treatment success rates.

The number of TB case notifications in the Central Java region in 2016 has reached the target (117/100,000), while specifically for the City of Surakarta TB case notifications were 370/100,000. So, when compared to the number of new confirmed cases of TB discovered, Surakarta City is ranked fourth in Central Java with 2,641 discoveries (15%). In 2015, there were 142 cases of Multi Drug Resistant MDR TB (Multi Drug Resistant MDR) in Central Java and 20 cases (14%) of MDR TB were found in the city of Surakarta.

TB control has become a commitment of the Surakarta City Government and has been stated in the 2016-2021 RPJMD document and the Health Service Strategic Plan. This commitment is stated in the slogan "WARAS", creating a physically and spiritually healthy society in a healthy living environment, towards a productive, creative and prosperous society as well as cultivating living behavior clean healthy. Apart from that, the Surakarta City Government has issued Mayor's Instruction Number 440/4869 concerning the Acceleration of TB Control, this is strengthened by Mayor Regulation Number 12 of 2017 concerning the Regional Action Plan (RAD) for Tuberculosis Control in the City of Surakarta, which was issued through the provision of PPM assistance (Public Private Mix) and training for PMOs (Medicine Swallowing Companions) by the Health Service. This policy is in line with the mandate given by Law Number 23 of 2014 concerning Regional Government, the health sector is a concurrent matter of basic services mandated to the regions.

The follow-up to the City Government's commitment is also visible in the Health Service Strategic Plan document which contains the Health Service's vision and mission, namely the realization of a healthy Surakarta community, independent and cultured. Where there are 6 missions, and all visions 1-6 mentioned above are closely related to efforts to overcome, treat and rehabilitate TB sufferers even though they are not explicitly stated. Furthermore, the mission is described in strategic issues where there are 9 strategic issues and in point 2 it states "prevention of communicable and non-communicable diseases" including dengue fever, TB and HIV-AIDS. Thus, there is no reason not to make TB a program priority because it has been written into the strategic issues of the Surakarta City Health Service.
