Gender Mainstreaming (Pengarusutamaan Gender/PUG) is a strategy built to integrate a gender perspective as an integral dimension of the planning, formulation, implementation, monitoring, and evaluation of development policies and programs. Integrating gender mainstreaming into the planning and budgeting cycle at both the central and regional levels is expected to make the allocation of development resources more effective, more accountable, and fairer in delivering development benefits to all Indonesian citizens, both women and men.
The implementation of gender mainstreaming must be reflected in the policy formulation process that serves as the reference point for planning and budgeting, in order to ensure that the programs and activities developed by all government institutions — both central and regional — become gender-responsive. Gender-Responsive Planning and Budgeting (Perencanaan dan Penganggaran yang Responsif Gender/PPRG) refers to planning that is developed by taking into account four aspects — access, participation, control, and benefits — applied equally to women and men. This means that such planning and budgeting take into account the aspirations, needs, and issues of both women and men, both in the drafting process and in the implementation of activities.
PPRG is not a process separate from the existing system, nor is it about drawing up a special plan and budget for women apart from men. Furthermore, developing PPRG is not an end in itself, but rather a framework or analytical tool for achieving fairness in the distribution of development benefits.
