This Training Module was developed to provide substantive guidance for the training activities to be carried out by AIPD in support of CSOs. One form of support AIPD provides to CSOs is strengthening their capacity in regional planning and budgeting, as well as in public budget oversight. AIPD views participatory planning and budgeting as one of the important issues that has been widely promoted since the start of the decentralization, or regional autonomy, era in Indonesia, which began in 2001. This issue has since grown increasingly important within governance more broadly, as reflected in the use of a participatory approach to development set out in Law No. 25 of 2004 on the National Development Planning System. A participatory approach to planning and budgeting is applied so that the policies and programs produced and implemented better accommodate the needs of communities, women, the poor, and other marginalized groups.
Community involvement in the planning and budgeting process is important for producing better, fairer, and higher-quality public services, as well as for ensuring local government accountability. Active participation by communities or community groups (CSOs) needs to be supported by adequate skills and knowledge so they can become more empowered. For this reason, AIPD sees a continued need to strengthen the knowledge and capacity of CSOs in eastern Indonesia so they can play an active role and contribute positively to the development process, particularly in AIPD’s focus regions — such as Papua, West Papua, East Nusa Tenggara (NTT), West Nusa Tenggara (NTB), and East Java. AIPD believes that the successes achieved by CSOs in several regions in advancing participatory planning and budgeting need to be replicated in eastern Indonesia, by providing capacity-building support to CSOs through the organization of training activities.
Every training activity carried out by an Implementing Partner is expected to run effectively, in line with the targets and needs of CSOs. For this reason, the module has been developed in two parts so that each can focus on its specific training objective. The first module develops substantive material on Planning and Budgeting for CSOs. The second module develops substantive material on Public Budget Oversight for CSOs. These two modules are used separately, as the first module focuses on budget formulation, while the second module focuses on budget implementation.
