Our Strategy

We strongly believe the change in public service is not depends on the government and service only, then we have a strategy to make a change from supply and demand side. From supply side, our effort is working closely with reformers or champion also develop their capacity in internal bureaucracy that has passion not only change but also spread the sprit and same intensity. This approach is also known as constructive engagement. We are experienced in identifying reformers and use various facilitate technique to perform technical assistance. Some of our partners in the government and State Auxalary Bodies that have worked together such as Ministry of Women’s Empowerment and Child Protection, Ministry of Internal Affairs, Public Information Commission, Ministry of Health, and other local government.

In demand side, we use change initiative approach based on evidence to use by civil society activist and community activist in addition to an effective organization, capacity building, avoid dependence of facilitator, and ensuring sustainability. Related to evidence-based effort, we have experience in facilitating the use of various social monitoring by citizen and civil society organization in sub-national, such as Regulatory Impact Assessment (RIA), Public Expenditure Analysis (PEA), Public Expenditure and Revenue Analysis (PERA), Budget Tracking, Budget Tagging, Outcome Mapping, Citizen Report Card (CRC), User Based Survey (UBS), Community Satisfaction Index (CSI), Integrity Scorecard, Social Audit, Policy Analysis, Citizen Charter, Village Self-Reliance Index, etc. 

We also emphasize action plan from instrument usage result. It also part of citizen initiative development drafting budget, policy, assess public service performance. Furthermore, we also assist to develop capacity with various strategic planning instrument such as Technology of Participatory (TOP), Participatory Planning, Participatory Rural Appraisal (PRA) Zierlorientierte Projekt Planung (ZOPP), ORID, etc.

To support supply and demand side, we also develop several examples or changing initiative model. For example, we developed public complaint handling model, social integrity and accountability audit model, and transparency intervention model for accountability of public service. Moreover, we also produce some publications, such as books, training module, policy brief, and lesson learn document to distribute activity result. This publication intended the result obtained could reach wide audience and motivate interest party to replicate similar activity/program.
