Facing Climate Disaster, Malang Increases Capacity

Based on the Climate Change Risk and Adaptation Study (KRAPI) made by the Ministry of the Environment and several donor agencies in 2012, it shows an increase in the earth’s surface temperature of almost one degree Celsius in the Malang area. With this situation, Malang, which has a humid climate, is threatened with drought.

Apart from the threat of drought, Malang is also threatened by floods or landslides, because Malang also has extreme rainfall which will continue to increase by 5% by 2030.

It doesn’t stop at these two threats, there are demino effects of the extreme climate that occurs in Malang, agriculture and health are the things most vulnerable to the impact of extreme climate change, such as a decrease in agricultural production and the emergence of malaria, dengue fever or diarrhea.

Therefore, in facing extreme and unstable climate change, awareness and readiness are important to live with such a hostile climate. PATTIRO collaborated with the Malang Regency Health Service and Environmental Agency, as well as Pujon District, to hold training in Ngroto and Ngabab villages, Pujon District.

Village Facilitator, Asiswanto Darsono said, the training held on 22 and 23 November 2016 received high attention from the community, “The existence of this program can be an entry point for bigger efforts,” said Asis, Malang, Monday (23/1 ). “Because people are worried about climate change in Malang,” explained Asis.

Unmitigated, as many as 40 people attended the event which involved village heads and officials, BPD, LPMD, women’s organizations, HIPPA (irrigation and drinking water) managers, Gapoktan, midwives and village nurses.

Asis continued, training will also continue to be developed. Apart from providing education, the community will also form a forum that will oversee the formation of policies related to climate change adaptation and mitigation.

“The community formed the Climate Change Adaptation and Disaster Risk Reduction Forum (API PRB),” said Asis.

The role of the community in formulating policies is important, because the community is the one who understands the area where they live. So, the policy itself will follow the needs and conditions of each region.

Apart from the role of the community, the role of the Regional Government is also important, especially the Regency. Remembering, said Asis, that the Regency has a role in formulating village policies regarding the DRR API, “Even though the Village has the authority to regulate itself, of course that requires policy from the Regency,” said Asis, explaining that Regency policy is needed in preparing planning and budgeting.

It is hoped that by concluding cooperation between villages and districts, community readiness for climate change can be realized. “As a result, communities can reduce the risk of disasters when extreme weather occurs,” stressed Asis. (AR)
