An effective monitoring and evaluation system guide is needed to monitor the utilization of Village Fund Allocations (ADK/ADD). This guide is useful for various parties in observing developments in the use of ADK managed by the village government.
As an effort to create monitoring and evaluation guidelines for the use of ADK, PATTIRO together with Pt. PPMA, through the JAiPA Program, has prepared monitoring and evaluation guidelines for the use of ADK for Jayapura Regency. This guide is a form of concern for efforts to improve forest and land governance in a sustainable manner by providing incentives for villages that perform well in environmental protection and management.
On Thursday and Friday (22-23/02/2024), PATTIRO together with Pt. PPMA conducted a Workshop on Introduction to Monitoring and Evaluation Guidelines for Village Fund Allocation Policies in Jayapura Regency at the Horison Hotel, Sentani, Jayapura Regency. This activity was attended by the Jayapura Regency Village Community Empowerment Service, the Regional Secretary of Jayapura Regency, and several district representatives in Jayapura Regency.
This activity was opened directly by Assistant I Regional Secretary for Government Affairs of the Regional Secretariat of Jayapura Regency, Elphyna E. D. Situmorang. He appreciated the monitoring and evaluation guide that had been created by PATTIRO together with Pt. PPMA. He also added that the actual use of ADK given to the village government must be in accordance with existing regulations.
“Until now, I still see that there are village governments that have not complied with existing regulations in realizing ADK,” said Elphyna.
The Regional Government of Jayapura Regency welcomes and greatly appreciates the initiative to prepare this guide because of the urgent need for ADK monitoring and evaluation formats. The reason is, since 2019 until now, the Regional Government of Jayapura Regency has not had monitoring and evaluation guidelines to monitor the development of ADK in Jayapura.
This monitoring and evaluation guide aims to guide data collection related to the implementation of ADK policies in Jayapura Regency; know the progress and achievements of the implementation of programs and activities funded by ADK; and become a tool for evaluating ADK implementation policies for the next fiscal year.
Monitoring aspects in this guide include ADK distribution, ADK use, and ADK allocation and realization. Meanwhile, the evaluation aspects in this guide include the development of performance indicators; allocation and realization of the environmental budget in the Village Revenue and Expenditure Budget (APBK); and budget allocation and realization of superior commodities in the APBK.
It is hoped that the ADK Policy Monitoring and Evaluation Guide can provide input to local governments to develop ADK implementation policies so that regional governments and village governments have data and information related to ADK implementation and its impact on society and ecology.
