Initiatives to clarify the direction of National Park (NP) management have been carried out by the Ministry of Forestry since 2006, through the Independent National Park model, and including 12 NPs in the 2010-2014 Strategic Plan for the status of Public Service Agencies (BLU) as the main indicator. NPs face complex and varied problems, as well as very limited funding, which creates a gap between area and budget.
The plan of status change could not continue, because the Ministry of Finance has implemented a moratorium on the formation of BLUs. This occurred until the issuance of Minister of Finance Regulation (PMK) Number 180/PMK.05/2016 concerning the Determination and Revocation of the Implementation of Public Service Agency Financial Management Patterns in Government Agencies Work Units.
The issuance of PMK 180 opens the space for government work units to change their status to BLU, giving them requirements that must be met. TN as a working unit under the Ministry of Environment and Forestry (KLHK) has a lot of potential to be developed in the current ecosystem management. PATTIRO, through the support of the USAID BIJAK program, conducted a study entitled "Sustainable Financing of National Parks through Establishment of Public Service Agencies". The objectives of the study are first, to analyze policies that support and inhibit NPs, as well as policies deemed necessary to support NPs to obtain BLU status. Second, analyzing the conditions for meeting the requirements in the NP. Third, getting an overview of the challenges, opportunities, and readiness of TN in obtaining BLU status. Field studies were carried out in three NPs, namely Gunung Gede Pangrango National Park, Bromo Tengger Semeru National Park, and Mount Halimun Salak National Park from April to May 2019.
This study was conducted in two phases of activity, the first of which was a desk study in order to review regulations/policies governing NPs and their opportunities for BLU status, and other literature. The second part entailed field studies carried out in three NPs, namely, Gunung Gede Pangrango National Park, Bromo Tengger Semeru National Park, and Mount Halimun Salak National Park (April-May 2019). This activity was carried out in order to obtain data and an overview of NP management.
