In accordance with the 2013 National Legislation Program, currently Commission II of the DPR RI is discussing several draft laws, including the Pilkada Bill, the Regional Government Bill, the Village Bill and the State Civil Apparatus Bill. In addition, the 2013 Prolegnas priority list contains the Bill on Regional Central Financial Relations which is a revision of Law No. 33/2004 concerning Financial Balance between the Central Government and Regional Governments.
From a material standpoint, these five bills are very important to be harmonized to ensure material consistency between bills and prevent problems in the implementation of these laws. In terms of process, quite intensive harmonization has been carried out through deliberations on the Regional Government Bill and the HKPD Bill (which are coordinated by the Ministry of Law and Human Rights). However, efforts to harmonize the contents of the five bills as a whole are still minimal. Even though this is important to do to ensure that the material between bills has a strong conceptual foundation, is mutually integrated (not contradictory) and implementable.
PATTIRO, as part of civil society, takes the initiative to proactively voice the need for harmonization of the five bills with the aim of improving the quality of the laws produced and at the same time preventing various problems from occurring when the five laws and regulations are implemented.
