Research Report on the Problem Map of Subsidized Fertilizers in Indonesia

Subsidized fertilizer programs have been started since the 1970s, but until now, farmers as beneficiaries of this program still have difficulty accessing them. Farmers often find rare fertilizers, fertilizer prices above the Highest Retail Price (HET), and misuse of the fertilizer distribution mechanism. In fact, based on the current regulations, the procurement and distribution of subsidized fertilizers has been determined and regulated by HET through official distribution. Likewise, the targets for recipients of subsidized fertilizers are clear, namely the agricultural sector related to the cultivation of food crops, horticulture, plantations, forage for animal feed, and fish and/or shrimp cultivation.

Legally formal (in law), subsidized fertilizer program regulations already have a strong legal basis for implementation. But in practice (in practice), problems often arise, recur and have a detrimental impact on farmers. Seeing this phenomenon, PATTIRO with the support of USAID Indonesia through the Strengthening Social Integrity and Accountability (SIAP II) program conducted research to find problems in the implementation of subsidized fertilizer programs in Indonesia.

We then present the results of this research in this book. We hope that this subsidized fertilizer program problem map can be input for improving implementation in the future.
