Dissemination of CRC Ngada District

On March 20, 2014 Indonesia Lawyers Club Performed in Bajawa Ngada. This extraordinary discussion was indeed not a real ILC, but the Dissemination Event of CRC Kab. Ngada was moderated by Wilbo Ngiso Rato, Head of the STAPEN Division at BAPPEDA Ngada. It was packaged like an ILC. The dissemination event which was opened by Assistant I was attended by invitees from DPRD, SKPD Leaders, DF AIPD, DF CATI, JASMIN Ngada, NGO/CSO leaders, Religious Leaders, Community Leaders, Youth Leaders, Indigenous Stakeholder Institutions, Women Leaders and enumerators CRC.

What’s interesting is that this Dissemination material was delivered by Mrs. Taty Resi as DF Pattiro CSO Ngada with the District CRC Enumerators. Ngada namely Miss Beatrix and Ferdinandus Sok and backed up by Central Pattiro PS Specialist Mr. Roihidin   and Benyamin Leu as PSO CSO Pattiro NTT.

After going through a heated debate from the participants, the dissemination ended sweetly by producing several recommendations which had been accommodated by the Ngada local government. Building Ngada does not require a “single fighter”, but a joint movement based on the same perception is needed to improve public services in Ngada land. Thank you to the Ngada Regional Government and all of its staff, the DPRD, the leaders and the CRC Team, for their support.

The targets of this CRC results dissemination activity are all stakeholders (Heads of Regions, DPRDs, Heads of SKPDs and their staff and CSO members, all of whom total approximately 50 people.

This CRC activity was carried out in a self-managed manner by Pattiro as the Implementing Partner from AIPD by involving the CSO Network in Ngada district. The involvement of the network in the process of implementing this dissemination is as the District Team, both the Research Team and the data entry Team which will later act as Local Committees.

The method for carrying out Dissemination uses Class Seminars with delivery in the form of presentations, questions and answers and formulation of discussion results. In order to convince stakeholders in the regions about development issues, the results of this dissemination will be discussed together with all stakeholders present to find solutions together.

The number of participants who attended were 50 participants, 35 men and 15 women consisting of SKPD Leaders, JASMIN Coordinators and Members, LPA Ngada District Secretary, NGO leaders, community leaders, women leaders, youth religious leaders, AIPHSS , Women and Para ENUMERATO Organizations and Mr. Syrilus Pattywulli member of the regional parliament of Ngada Regency.

Recommendation

General

The Government of Ngada Regency needs to improve the quality of education health services, both human resource capacity and infrastructure as outlined through regional strategic policies (For example; Regional Regulations on Public Services, Establishment of Centers for Handling Public Complaints/ PPPM) as well as technical instructions governing SPM (Service Standards) At a minimum) in all basic service technical service units in Ngada District.

Special

Health Sector

  • There needs to be an increase in capacity, distribution of health workers and improvement of basic health service facilities..
  • It is necessary to increase community supervision of the services provided by service providers, especially in relation to the provision of basic outpatient services.
  • It is necessary to provide staff and facilities for complaints to support the improvement of basic health services.

Education Sector

  • There needs to be an increase in the capacity and equity of teachers in urban and inland areas supported by an adequate education budget, especially for improving the quality of basic education in Ngada District.
  • It is necessary to increase community oversight of school management, especially oversight of BOS and Special Autonomy funds (BOSDA) to encourage school transparency and accountability.
  • It is necessary to provide staff and facilities for complaints to support the improvement of education services in Ngada District.

Sector Infrastructure

  • There needs to be a mapping of infrastructure needs and priorities in Ngada Regency per district to facilitate sustainable development.
  • It is necessary to increase community oversight of the management of physical assistance to encourage transparency and accountability for development in Ngada District.
  • It is necessary to develop the capacity of local entrepreneurs to manage physical development in the regions and to improve the goods and services procurement system in favor of local wisdom.
