DPRD Legislators in the Regions Agree to Establish a Green Parliamentary Caucus

Jakarta, July 1, 2025 – A number of Regional House of Representatives (DPRD) members from various regions have agreed to form a **Regional Green Parliamentary Caucus**. This caucus will serve as a cross-regional collaborative platform to strengthen the role of parliament in promoting equitable, participatory, and sustainable development policies.

This agreement emerged from a Focus Group Discussion (FGD) initiated by the Civil Society Coalition for Ecological Funding (KMS-PE) in Jakarta on Tuesday, May 1. PATTIRO Executive Director, Fitria, attended along with representatives from civil society organizations such as Seknas FITRA, The Asia Foundation, and environmental policy observers.

The discussion was attended by regional legislators, including Aminuddin Aziz (Pekalongan City DPRD), Neng Mutmainah Korona (Palu City DPRD), Akhdiansyah (West Nusa Tenggara DPRD), Arifin Noor Azis (Kubu Raya Regency DPRD), and Salman Alfarisi (Siak Regency DPRD).

During the forum, the legislators highlighted the challenges of sustainable development in their respective regions. Neng Mutmainah, for instance, pointed out the ecological pressure resulting from mining activities in Palu City, where most of the proceeds are diverted for the development of the new National Capital (IKN). Meanwhile, Arifin Noor Azis and Salman Alfarisi emphasized the need to strengthen the economy of communities living around forest areas. These communities have long been the frontline guardians of forest preservation but have not received fair economic benefits.

Aminuddin Aziz and Akhdiansyah also highlighted regional fiscal limitations, pressure from natural resource exploitation, and weak protection for environmental preservation communities as structural challenges that require collective solutions.

The legislators agreed that the **Regional Green Parliamentary Caucus** will become a space for consolidation and joint advocacy to strengthen the legislative position in formulating environmental preservation policies and improving the welfare of local communities.

The official declaration of this caucus is planned to take place at the 7th National Ecological Fiscal Transfer (EFT) Conference in Jakarta in August 2025. As a follow-up, the formative team will hold further consolidation in early August, involving more legislators from various regions.
