PATTIRO with the support of the Australia Indonesia Partnership for Decentralization/The Australia Indonesia Partnership for Decentralization (AIPD) provides assistance to a network of civil society organizations in conducting assessment surveys on the implementation of basic services using the Community Report Card instrument/ Citizen Report Card (CRC).
This survey was conducted to get an overview of citizens’ assessments of the public services they receive, especially in the fields of education, health and infrastructure. PATTIRO then uses the results of this assessment survey to formulate recommendations for service improvements which will be submitted to service providers or the relevant government. The formulation of these recommendations will be used as a basis for encouraging service providers to make various improvements to policies, procedures, administration and budgets related to public policy.
A community assessment survey conducted in Merauke District, Papua shows that the basic services provided to local communities are still poor. Related to this, PATTIRO also prepared several recommendations for service improvement. First, district governments need to improve their communication with the community and increase the capacity of personnel related to improving performance, as well as making regional planning and budgeting more effective to improve poor infrastructure services. Second, to ensure that service personnel work according to the stipulated time, the district government needs to increase supervision of the performance of its personnel in providing basic services and build a system for handling citizen complaints. Third, district governments need to encourage village government initiatives to utilize Village Fund Allocations to improve existing infrastructure in their areas, especially roads and the provision of clean water.
