Results of Community Assessment Survey of Basic Services in Manokwari District

To get an overview of citizens’ assessments of the public services they receive, especially in the fields of education, health and infrastructure, with the support of the Australia Indonesia Partnership for Decentralization/The Australia Indonesia Partnership for Decentralization (AIPD), PATTIRO provides assistance to a network of civil society organizations in conducting community assessment surveys on the implementation of basic services using the Citizen Report Card (CRC) instrument.

PATTIRO then uses the results of this assessment survey to formulate recommendations for service improvements which will be submitted to service providers or the relevant government. The formulation of these recommendations will be used as a basis for encouraging service providers to make various improvements to policies, procedures, administration and budgets related to public policy.

The results of a community assessment survey conducted in Manokwari Regency, West Papua show that one of the problems that influences the low quality of basic services in the city is the level of presence of service personnel, especially health workers at community health centers, which is only 19%. For this reason, the relevant agencies must increase supervision of the performance of health service unit officers, especially community health centers and pustu, so that they work according to the allocated time allocation. Relevant government officials also need to make the complaint handling system more effective because based on survey results, the perception of follow-up on public complaints by service units is only 0.6 in health service units and 17.6 in education services. Regarding infrastructure problems, the community considers that the worst is the condition of village roads. Based on these findings, PATTIRO also recommended that the Manokwari District Government encourage the community to utilize Village Fund Allocation (ADD) funds, especially when the Village Law is effective.
