Civil registration documents resulting from the population administration process are rights for citizens, as expressed in Article 2 of Law No. 23 of 2006 concerning Population Administration, that has been modified by Law No. 24 of 2013 on the Amendment of Law Number 23 of 2006 on Population Administration (hereinafter referred to as the Population Administration Law). Civil documents such as identity cards (KTP), family cards (KK), and birth certificates are very important, because they are often prerequisites for obtaining public services. For instance, the ID card is a requirement for obtaining a business license, or a birth certificate is the condition of school enrollment. In addition to civil documents, the rights of people associated to civil registration and administration, among others, are obtaining equal services in population and civil registration, protection of personal data, and legal certainty of ownership documents.
