The mandate of Law No. 14 of 2008 on Public Information will be remedied by the Central Information Commission (KIP) for the period 2009-2013. In accordance with Presidential Decree No. 48 / P of 2009, the Central Information Commission term 2009-2013 will expire on June 2, 2013.
But until now, which means that the term of office of the Information Commission remaining 4 months, the Government has not done the technical preparation and establishment of the Selection Committee.
The existence of the Information Commission as an independent institution in charge of running the law is very important for the maturation and improvement of quality of life of our democracy. So far the Commission has worked and succeeded in spreading the spirit, vision, and the ‘virus’ of transparency or openness of public information to the public body at the central and local governments.
The positive current carried by the Information Commission to increase government transparency, through the implementation of the Freedom of Information Law, it should be supported and should continue to improve the quality and quantity.
Inaction of the Government’s response to the mandate of the Law in the Commission selection process was not to happen as delays on election Commission of Human Right (Komnas HAM).
If look at the experience of the implementation of the Information Commission selected the 2009-2013 period, which lasted from October 2008 until June 2009, it can be a long time for the selection process is less than nine (9) months. However, if the calculated ideal, it takes less than 6 (six) months. Meanwhile, if the selection begins today, the remaining time is less than 4 (four) months. This condition is quite urgent.
Therefore, FOINI Coalition urges the President to instruct the Minister of Communication and Information Technology in order to:
1. Immediate implementation of the technical preparations selection Central Information Commission, including determining the tight schedule, budget, personnel and employees;
2. Immediate establishment of selection Selection Committee members, and make sure the people who are members of the Selection Committee are those who are credible, integrity, and competence, and there are elements of civil society, and
3. Starting the selection process and the Central Information Commission in the period 2013-2017 with a disciplined schedule and still maintain the quality of the results.
