NTB Province Strategy Toward Ranking One for National Public Information Disclosure

Facilitate Information Services to the Community.

As a guide for the Information Management and Documentation Officer (PPID) in order to be able to provide information services quickly and accurately, public bodies are encouraged to compile a list of public information (DIP) that they control and manage. Therefore, the NTB Provincial Government, supported by the Australia Indonesia Partnership for Decentralization (APID) through the Center for Regional Information and Studies (PATTIRO), held a workshop on compiling the Public Information List (DIP) for the Work Unit of the NTB Provincial Government which was attended by all SKPD PPIDs at the Lombok Hotel. Plaza Mataram, last Wednesday 29 May 2013.

This activity has been listed in the 2013 Annual Workplan which has received approval from BAPPENAS as a follow-up to the strategic partnership between the Governments of Indonesia and Australia to improve the performance of Local Governments as signed in the Subsidiary Arrangement on 13 January 2011.

It is stated in this document, the Province of NTB is one of the five provinces that are the target recipients of the program along with the Provinces of NTT, East Java, Papua and West Papua. The DIP drafting workshop was also attended by the Deputy Program Director of the Australia Indonesia Partnership for Decentralization (AIPD) Jakarta, Anton Tarigan.

Anton expressed his appreciation to the NTB Provincial Government for appointing Information and Documentation Management Officers (PPID) for all existing SKPDs. “With the preparation of DIP, it will make it easier for information services to the public,” he hoped.

The Head of the NTB Dishubkominfo as well as the Chair of the Provincial PPID, Ir Ridwan Syah, MSc MM MMTP who officially opened the event on behalf of the NTB Regional Secretary explained the strategy towards obtaining first place for the NTB Province in the National Public Information Openness ranking which is held every year.

In 2012 the province of NTB was ranked sixth. While the first rank was won by West Java Province, followed by DKI Province in second place, North Sumatra in third place, DIY in fourth place, and East Kalimantan in fifth place.

There are several ways to get first place, eliminating West Java. This presentation was clearly stated by the Head of the NTB Kadishubkominfo.

In 2012 the NTB Provincial Government issued Governor Regulation Number 35 of 2012 concerning Guidelines for Management of Information and Documentation within the NTB Provincial Government, then Governor Decree number 667 concerning Amendments to Governor Regulation number 210 of 2012 concerning Appointment of Information and Documentation Management Officers (PPID) ) Province of West Nusa Tenggara. In addition, several decrees from the Head of Service have been issued regarding the establishment of the PPID in each SKPD.

Taking into account the achievements in 2013, in addition to the existence of the Governor Regulation on PPID, then the Governor’s Decree on the Establishment of provincial PPIDs, now the Public Agencies/SKPDs within the scope of the NTB Provincial Government have all issued PPIDs, and Standard Operating Procedures (SOPs) for Public Information Services have also been issued. within the NTB Provincial Government. The Provincial PPID also has a website and most importantly will soon have a List of Public Information (DIP).

The Provincial PPID Chair invites all SKPD PPIDs to try to get a position in the first rank. The Provincial PPID Chair also reminded all SKPD PPIDs to be able to immediately complete the DIP Draft and provide information as stipulated in 9, 10, 11 of the KIP Law. At the end of the event, it was agreed that the Follow-Up Plan for this workshop was that all SKPD PPIDs would submit their respective DIP drafts to the Provincial PPID on June 5 2013 as the deadline considering that all DIP drafts are expected to be stipulated in early July 2013.

Because the assessment or ranking of KIP will be carried out in August 2013 and announced on September 28 to coincide with the commemoration of International Rights to Know Day.

As is known, the implementation of the provisions of Article 13 letter a Law number 14/2008 concerning Public Information Disclosure, namely: appointing Information Management and Documentation Officers has been carried out by all Regional Work Units (State Public Agencies) of the NTB Provincial government, totaling 45 SKPD.

Previously, the Main Information Management and Documentation Officer (PPID) had been appointed with Governor’s Decree Number 201/2012 Concerning the Appointment of Information and Documentation Management Officers for the Province of NTB.

As amended by Governor’s Decree number 667 of 2012 concerning Amendments to Governor’s Decree Number 201 of 2012 concerning Appointment of Information Management and Documentation Officers for the Province of West Nusa Tenggara.

The PPID of the NTB Province is based at the Communication and Information Transportation Service with the head of the West Nusa Tenggara Dishubkominfo as Chair of the PPID. Meanwhile, the Head of Public Relations and Protocol at the General Bureau of the NTB Regional Secretariat served as secretary according to the provisions of Governor Regulation Number 35 of 2012 concerning Guidelines for Information Management and Documentation within the NTB Provincial Government.

The implementation of Public Information Disclosure in NTB Province was carried out with the support of the Australia Indonesia Partnership for Decentralization (AIPD) through the Regional Research and Information Center (PATTIRO).

Several regional regulations that have been issued by the Provincial Government of NTB regarding Public Information Disclosure are the first Governor Regulation Number 35 of 2012 concerning Guidelines for Information Management and Documentation within the Provincial Government of NTB.
