Applying Information Technology, NTB Provincial Government is Ready to Serve Public Information!

The Provincial Government of West Nusa Tenggara continues to be determined to improve information services to the public as mandated by Law no. 14/2008 concerning Public Information Disclosure (UU KIP). As an effort to optimize this, the NTB Provincial Government’s Information and Documentation Management Officer (PPID) has begun implementing an information technology application called the Public Information System (SIP) PPID. SIP PPID will assist PPID in carrying out their main tasks and functions as stipulated in UU KIP to manage, document and provide information services in an integrated manner.

Marking the start of implementation, the NTB Provincial Government held the launch of the application on Monday (16/9) in Mataram, following the inauguration ceremony for the Governor of NTB for the 2013-2018 period. In the series of events launching the NTB PPID SIP, Minister of Home Affairs Gamawan Fauzi had the opportunity to conduct a pilot request for information from PPID officers. By utilizing the SIP PPID, the service provided by officers to requests for information from the Minister is carried out quickly.

The NTB PPID SIP, developed with the support of the Australia-Indonesia Partnership for Decentralization (APID) through the Community Access to Information (CATI) program implemented by PATTIRO as the implementing partner, allows PPID to provide information quickly, as well as serve requests for information quickly. SIP PPID was developed using a hybrid approach that runs online and offline which is integrated between SKPD PPIDs and Provincial PPIDs.

PPID SIP development was developed to support the functioning of PPID referring to three basic approaches:

  1. Simplicity : SIP PPID was built as a simple application, easy to use, easy to configure, even for users who don’t have IT capacity
  2. Integrasi  : SIP PPID is an application that can be integrated and synchronized with each other when needed
  3. Flexibility : SIP PPID was built as a flexible application, according to the field topology which cannot guarantee full interconnection. SIP PPID is required to be able to work in integrated system mode as well as separated system mode, online mode and offline mode. The SIP PPID system can be operated in Offline Mode where SKPD/PPID is not connected at all to the server (technical conditions apply).

West Nusa Tenggara Governor Dr. H.M.Zainul Majdi, MA hopes that this application can be used optimally by PPID. It is also hoped that this application can promote NTB as the province with the highest score in terms of information disclosure. As is known, every year the Central Information Commission ranks the level of openness of public bodies, in 2012 the Province of West Nusa Tenggara was in 6th position nationally for the category of information that must be announced to the public (article 9 UU KIP). However, the most important thing is that this application can make it easier for the public to access government information, so that the public can participate in various policies being rolled out.

In the early stages, this application will only be implemented in the main Provincial PPIDs and three SKPDs, namely the Health Office, the Education Office and the Public Works Office. In its future development, SIP PPID  will be implemented in all SKPDs within the Provincial Government, as part of the Governor’s 100-day work program.

SIP PPID is the first application to support management, documentation and information services ever made in Indonesia in connection with the implementation of the Public Information Disclosure Act. Therefore, it is planned that the SIP PPID will be used as a model by the Ministry of Home Affairs as a function of implementing coordination, guidance and supervision of the implementation of the Public Information Disclosure Law and will encourage its implementation at the provincial, district/city levels throughout Indonesia.
