[Jakarta, 3 June 2014] PATTIRO, together with Seknas Fitra, with the support of The Asia Foundation, and in collaboration with the Ministry of Women’s Empowerment and Child Protection (KPP&PA), held a Seminar on the Results of PPRG Implementation Studies in Indonesia.
The seminar, which was held on 26 June 2014 at the JS Luwansa Hotel, Jakarta, presented the results of a PPRG implementation study conducted in 17 government institutions. This study, which is a collaboration between PATTIRO and KPP&PA, aims to look at the implementation of PPRG at the ministerial and regional levels.
“On this occasion, it is hoped that we can exchange information and confirm the results of the Study on the Acceleration of PUG Implementation through PPRG. Both Central and Regional. The results of this study are expected to improve the quality of development.” said the Minister of Women’s Empowerment and Child Protection, Linda Amalia Sari Gumelar in Jakarta (26/6).
The seminar entitled “Seminar on Study Results for the Acceleration of Implementation of Gender Responsive Planning and Budgeting in Indonesia for Better Quality Development” was attended by all government agencies, both at the Ministries and State Institutions levels, as well as Regional Governments (provincial and district/city) and donor agencies. This seminar is intended to build a synergy of gender responsive development policies, programs and budgets at all levels of government, both national and regional levels.
PATTIRO Executive Director, Sad Dian Utomo, when launching the results of the study in Kuningan (26/6), stated how important it is to know how far PPRG implementation has been carried out. “The results of this PATTIRO study are to see the challenges and constraints faced by the central government and regional governments. So that it becomes the basis for executors to continue to improve and strengthen our planning and budgeting system, so that it is able to respond to all the needs of the community in development.”
Gender Mainstreaming (PUG) in development in Indonesia has been carried out for almost 15 years, since the issuance of Presidential Instruction No. 9 of 2000 concerning Gender Mainstreaming in National Development. As an effort to accelerate PUG implementation, gender aspects have begun to be integrated into the planning and budgeting system which requires various strategic policies to be implemented nationally.
The PATTIRO study was conducted to map the changes that have occurred in the last 3 years of PPRG implementation, from 2010 to 2013. Beginning with the establishment of PUG in the 2010-2014 RPJMN document until the issuance of a Joint Circular (SEB) of the Minister of the National Development Planning Agency (BAPPENAS), the Minister of Finance, the Minister of Home Affairs, and the Minister of Women’s Empowerment and Child Protection on the National Strategy for Accelerating PUG through Gender Responsive Planning and Budgeting (Stranas PPRG) ), on March 5, 2013.
The mapping of changes identified by the PATTIRO Study is the empirical implementation of PPRG in 6 (six) provincial governments, 6 (six) district governments, and 5 (five) ministries. “This is an initial study to assess the extent of PPRG implementation, seen from the fulfillment of the 7 PUG prerequisites to the implementation of PPRG. The results of this study recommend a joint effort between the center and the regions to implement PPRG and strengthen PUG/PPRG institutions in building roles and functions in the planning and budgeting process,” said Agus Salim, Program Manager, B3WP, PATTIRO (26/6).
