PATTIRO encourages National Parks in Indonesia to become Public Service Bodies (BLU). This change in status to BLU is so that National Parks can optimize their role and function in managing National Parks. This initiation is a recommendation resulting from a study regarding Sustainable Financing of National Parks through the Establishment of Public Service Bodies carried out in three National Parks, namely Gunung Gede Pangrango National Park, Mount Halimun Salak National Park, and Bromo Tengger Semeru National Park, which is supported by USAID-BIJAK .
“We see that National Parks have a strategic role but are limited in terms of resources, so their role and function in managing National Parks is not yet optimal,” said PATTIRO Director, Maya Rostanty in an Expert Discussion on Preparing a Policy Paper Optimizing the Role and Function of National Parks through Status Changes became BLU, Thursday (7/11) in Jakarta, organized by PATTIRO.
Maya added, if the status of the National Park has been transformed into BLU, then the management of the National Park will be more flexible, innovative and creative to optimize the various potentials it has.
“If it becomes BLU, it is hoped that there will be an increase in revenue which can become a cross-subsidy to fund conservation efforts which so far have not been carried out optimally due to limited funds. Especially in the second period of Jokowi’s administration, tourism is still the leading sector. “So it is hoped that this can be a consideration for changing the status of a National Park to BLU,” added Maya.
Responding to what was conveyed by Maya, the Ministry of Environment and Forestry (KLHK) through the Directorate The General for Conservation of Natural Resources and Ecosystems (KSDAE), encourages all national parks in Indonesia to provide specific services, especially regarding tourism environmental services. That way, National Parks can become BLU. Regional Director at the Directorate General of KSDAE KLHK, Dyah Murtiningsih, said that the importance of these service specifications is in line with Government Regulation (PP) Number 23 of 2005. In this PP, it is stated that BLU was formed to provide services to the community in the form of providing goods or services that prioritize the principles of efficiency and productivity.
“So come up with very specific services in this national park first (to become BLU),” said Dyah.
Dyah added that services related to tourism environmental services could become the main service because they are quite interesting. In the future, there needs to be a study of tourism businesses, the number of visits, and the impact of the services provided. Then, for its realization there are several other services in the National Park that can also be provided, but overall management must go to the tourism service.
“So one service is specific, the other is a supporter or driver for the realization of the desired goals,” stressed Dyah. (FM)
