PATTIRO’s Proposal to Prevent Violations of ASN Neutrality on Social Media

MediaCenterKASNtirto.id – The Regional Research and Information Center (PATTIRO) found 67 cases of violations of the neutrality of the State Civil Apparatus (ASN) during the 2019 election campaign. Of these, 51 cases occurred on social media. Violations of ASN’s neutrality on social media can range from uploading images or photos to providing responses and comments related to election participants’ campaigns.

DKI Jakarta PATTIRO Program Coordinator, Nurjanah assesses that cases of violations of ASN neutrality on social media do not occur due to ignorance of the rules and provisions of the code of ethics.

“[…] “This refers to regulations, a circular issued by the Ministry of Administrative and Bureaucratic Reform in 2014, which is also our reference regarding ASN activities on social media such as uploading, liking, commenting,” he said at the State Civil Apparatus Commission (KASN) office, Jakarta, Tuesday (4/16/2019).

“Of course the ASNs understand [the regulations],” he added.

According to him, cases of violations of ASN neutrality on social media are high because there are no guidelines for state civil servants in using social media. These guidelines should be in the ASN code of ethics or code of conduct.

“We think that KASN or the State Civil Service Agency needs to issue guidelines regarding the use of social media related to the ASN code of ethics or include clauses related to social media in the ASN code of conduct,” said Nurjanah. PATTIRO found 67 cases of violations of ASN neutrality while conducting monitoring from March to April 14 2019. The monitoring was carried out in Jakarta, Bandung, Semarang and Surabaya.

Forms of violations of ASN neutrality were attending declarations of support for election participants (6 cases), being involved in campaigns or holding activities that showed partiality (4 cases) and mobilizing other people to support certain candidates (2 cases).

Apart from that, providing campaign facilities to election participants (1 case), installing campaign props (1 case), being a speaker/resource person/participant in candidate activities (2 cases).

Lastly, uploading photos or doing activities on social media that show support for election participants (51 cases).

Meanwhile, KASN Assistant Commissioner for Promotion and Advocacy, Nurhasni, confirmed that cases of violations of ASN neutrality are often not due to ignorance of the rules.

“We have the results of an investigation into why ASN is not neutral. In general, or 43 percent, it is because it is to maintain their position, 12.1 percent do not understand the regulations, 15 percent have primordial relationships,” he said.
